The Treasury Accounting and Financial Information Systems (TAFIS) project is one of the initiatives of His Majesty’s Government to implement the e-Government strategy in our administration, which is in line with His Majesty’s directive to move the country towards an information technology-based nation.

 

In His Majesty’s Titah on 15th July 2001, His Majesty had consented to the formation of a joint-venture company to undertake the implementation of the TAFIS project. BAG Networks Sendirian Berhad (BAG) was formed on 18th July 2001 resulting from a joint-venture enterprise between Khazanah Satu Sdn Bhd and Accenture.

 

 

TAFIS Project Objectives

 

In response to His Majesty’s challenge, the Treasury Accounting and Financial Information Systems (TAFIS) project is being implemented to achieve the following:

 

v       Improve efficiency of government financial transaction processes

v       Improve tracking and management of government funds and thereby optimize utilisation

v       Transfer of technology-based knowledge, skills and abilities

v       Move towards a “paperless” government

v       Set up TAFIS information technology networking centre

 

 

 

What is TAFIS?

 

The TAFIS Project is about redesigning the end to end financial business processes and practices within the Government of Brunei Darussalam and its Departments. The TAFIS Application not only covers but seeks to integrate information from both the Financial Accounting and Financial Services areas. Thus, seeking to make financial processing more efficient, streamlined and customer focused.

Benefits of TAFIS Achieved To Date

 

The implementation of TAFIS comes with several key benefits and improvements to the Government’s financial processes. These improvements help expedite the operational processes through the reduction of repetitive administrative and manual tasks, thus enhancing the process efficiency.

o         198 government users equipped with Basic PC Skills (include users from Baseline (March 2002), Milestone 2 (March 2003) and Milestone 3 & 4 (March 2004)

*        Reduced Transaction Cycle Time

 

o         Payment Vouchers are processed faster (invoice received to approval), from 37 calendar days to 10 calendar days (during TAFIS implementation)

 

Employee   

*        Faster Allowance Payments

 

o         Leave allowance  applications are processed faster, from 37 calendar days to 13 calendar days (during TAFIS implementation)

 

*        Convenience of EFT Payments

 

o         65% of payments to employees have been via EFT Payment Method since 1st Nov 2003

*        Reduced Transaction Cycle Time

 

o         Payment Vouchers are processed faster (approval to payment), from 6 calendar days to 2 calendar days (during TAFIS implementation)

 

*        Reduced Transaction Effort (Eliminating paper, data entry, duplicate approval and etc)

 

o         Average of 4717 paper payment vouchers (33%) automated per month (since March 2004)
