Bandar Seri Begawan – Brunei is literally taking
e-literacy to the kampong. The Ministry of Home Affairs yesterday signed a
contract with ZNet Technologies for supply,
delivery, testing, training and maintenance of IT facilities for the
ministry and all departments under it.
Part of the IT facilities that are to be supplied will be provided
to all Penghulus and Ketua
Kampungs so that, with training provided, they
will be on the empowered side of the digital divide.
The signing took place at the Empire Hotel and Country Club, Jerudong. Attending as guest of honour
to witness the signing ceremony was Permanent Secretary of the Ministry of
Home Affairs, Dato Paduka
Awang Haji Idris bin Haji Belaman.
Also present were Acting Permanent Secretary at the ministry, Dato Paduka Awang Haji Adrian bin Haji Hanafiah, Acting Deputy
Permanent Secretary, Awang Mawardi
bin Haji Abdullah, heads of departments, senior
officers and staff from the ministry.
Signing on behalf of the ministry were senior administrative officers
Awang Haji Othman Abd Ghafar and Awang Ahmad bin Haji Mohamad Yassin. Meanwhile,
signing on behalf of ZNet Technologies were Lt Colonel (R) Haji Rush
bin Mohd Ariff and Mr
Lim Soon Bee. The prime objective of the project is to instil
every officer and staff of the ministry with e-literacy and enable them to
effectively use this skill to perform their jobs more capably and
efficiently.
The supply of IT facilities, including computers, notebooks,
printers, Microsoft Windows and Microsoft Office software, is expected to
be completed in approximately six months. Meanwhile, 1500 officers and
staff of the ministry and departments under it will be undergoing training
in various programmes.
Basic IT literacy is seen to be critical in preparing the ministry
to enter the online e`Government era. Being
e-literate ensures future systems for portals, electronic filing, document
management, project management, administration processes, asset and inventory management, e-learning and so forth
will be easily absorbed by officers and staff.
The ministry also said that various upcoming projects are looking
towards providing the general public with an online system and some of them
are already in the process of going online such as Business/Rampaian Licence Registration,
New Building and Renovation Control, Building Tax, Enforcement, Fire and
Emergency Reporting, Management of Kampong Ayer, GIS Management of mukims and districts, Management of parking lots, and
Management of prison inmates.
The ministry's Department of immigration and National Registration
and Department of Labour have already hooked-up
their systems online. In the future, the ministry will provide an interface
to enable the public to liase with them with all
departments under it as one organisation.
