Bandar Seri Begawan - The Public Service should play its role effectively instead of becoming a stumbling block.

It should become as a facilitator towards developing the nation and growth of the private sector to encourage investment.

His Royal Highness the Crown Prince Pengiran Muda Haji Al-Muhtadee Billah made these remarks in his speech during the 9th Public Service Day celebration at the International Convention Centre yesterday.

Efforts to develop Brunei and stimulate investment from within and outside the country should not be hindered by negative elements and habits such as administrative delay, lack of dedication and care in carrying out duties and responsibilities, Crown Prince remarked. This year the Public Service Day is celebrated with the theme 'Empowering the Nation's Capability'.

HRH the Crown Prince further said, "The public service should always improve its ability by enhancing its skills and knowledge and its members should be innovative and productive besides updating management system, procedures and existing regulations."

The royalty also viewed that public service in Brunei is facing challenges and changes due to globalisation.

"A large part of the changes and challenges are associated with today's globalisation that resulted in socio-economic problems such as unemployment and environment which have become a global issue."

HRH said that this was due to the interdependence of one country on another in the 21st century from the economic point of view of information communication technology.

"To counter and face this challenges, a number of countries including Brunei, has mapped out strategies to increase growth and development, among others by advancing the skills in public service and encouraging investment from within and outside the country."

The Crown Prince stressed that the government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam is always concerned to improve infrastructure and facilities at the public service to face (advancements) in information technology and communication. This is being done especially through an e-Government project, which is meant to enhance the quality of the public services to be delivered to the subjects and populace of the Sultanate.

"It is vital for all members of the public service to ensure that their quality of service they deliver is of the most excellent.

"It is also key that all agencies in the public service give attention and focus to the services that they provide in a macro perspective, in line with the objective and aspiration of the country to create security, stability, happiness, growth and harmony to the people and the country," said the Crown Prince.

The country and its people will enjoy continuous growth and development with an excellent public service with the thrusts of positive work ethics and values and implementing their duties with responsibility, honesty and trustworthiness.

Yesterday's celebration was continued with the recital of Public Service pledge led by Dato Paduka Haji Hazair, Permanent Secretary at the Prime Minister's Office, in his capacity as the Chairman of the Public Service Day 2002 Executive Committee.

It was followed with the recital of public service's poem and a video clip presentation of the Excellent Award of Public Service 2002.

HRH the Crown Prince also consented to present prizes and awards to the Excellent Award of Public Service 2002 finalists and adjudicators as well as those who retired from the government service this year.

Prior to the end, HRH the Crown Prince proceeded to tour the exhibition that displayed photographs, posters and logo of the public service's vision as well as a medical check-up.

In the afternoon, Dato Haji Hazair presented souvenirs and prizes to retired public servants and winners of the Public Service day 2002 celebration competition in photography, posters, poems, logo designing and best landscape among the government agencies.
