The Government of His Majesty has come out with a $1 billion budget for the implementation of various ICT projects with the aim of boosting future employment in the IT and IT related sectors and at the same time, to bring the nation into the IT era.

The $1 billion budget will see the implementation of several projects over a period of time, which will create jobs along the way and also encourage the private sector to venture in the IT and IT related businesses.

Subsequently, many people are optimistic of these ICT projects, stating that the $1 billion budget will also create other non-IT jobs such as in the fields of administration, marketing, finance and public relations.

Because most of the projects are reserved for the full establishment of e-government, most of the future ICT related job vacancies will be in the public sector, anonymous sources stated.

They said job opportunities are largely to come from the implementation of the Sultanate's first Eco Cyber Park which, if completed, will likely to provide an excellent lure to beckon foreign firms to allocate branches in Brunei and thus bringing in jobs. A large chunk of the budget is for the construction of this state-of-the-art Eco Cyber Park.

Meanwhile, the e-government and other government ICT projects kicked off recently had, according to an official, created more than 70 job vacancies.

"You can see the large number of vacancies that can be created in the future," said an official.

He also said that most of the recruitment was taken from the local graduates from both local and overseas institutions who are skilled in various IT related fields from software programming to multimedia management.

When completed, the Eco Cyber Park will provide a wide range of IT and non-IT related job vacancies, the official said.

The industrial sector has positively welcomed the timely creation of a cyber park which has created a lot of enthusiasm and excitement among the businessmen in the country.

"I can see that the Eco Cyber Park will open the eyes for FDI as it will act as an incubator for ICT development in Brunei. FDI will see that Brunei has the infrastructure and with the cyber park, a capability," said a prominent businessmen.

Recently, about 40 foreign IT related businesses have shown their interest in Brunei as they were told of the development of the Brunei Cyberpark and briefed on the ICT infrastructure in Brunei.

"It will serve as an enabler, enabling the government and individual citizens to improve quality of life and to achieve a sustainable economic growth," he commented.

The establishment of the Eco Cyber Park will come neatly with the introduction of National ICT award next year, encouraging more competitiveness and inducing more innovation and creativity. For instance, the involvement of Brunei in the recent APICTA has given the world a taste of Brunei software products.

Brunei has proved that it can developed its own software, such as the award-winning Majestic-I-Library developed by Syabas Technologies.

The creativity and innovations are already leading the way, an industrial source said.

The IT culture has actually been long existing in Brunei; like their counterparts in Singapore, India, Japan and other known IT powers, Bruneian teens love to play games, consoles and PC. The younger generation is being brought up with IT and ICT, from games to web designs; this is the time to think about creating infrastructure to harness these interests, the industrial sources said.

Thousands of growing teens and those who are graduating are already accustomed with IT and are comfortable with it. There are thousands of growing teenagers who are already quite savvy in many multimedia fields, encouragingly even in CGI development and alarmingly in computer hacking as well.

And industrial sources indicated that most of these people in the Sultanate are either currently unemployed or working in totally different areas, because they have nowhere to go with their talents.

Local institutions too are now trying to introduce more IT related courses with the hope of producing a large pool of IT skilled workers in the future. For instance, UBD has recently said it will diversify its IT courses.

Brunei Chamber of Commerce (BCC), on the other hand, stated that what the Sultanate needs is an infrastructure to accommodate these interests and the Eco Cyber Park will just be the good incubator for it.

There are three fundamental elements for the country to leapfrog into the ICT industry and to gain the interest of FDI.

"We are going to have an excellent infrastructure, to have a good pool of human resources, but there is a lack of contents," BCC said. The contents, it said, are still in need of improvement and the $1 billion budget can do a lot for the development of IT contents in Brunei.
