Government urged to lead use of Information Technology

Bandar Seri BegawanGovernment leadership on use of information technology was recommended at the seminar on “Managing the Electronic Government in the Asean Civil Service”.

 

The seminar’s theme “Managing Electronic Government in ASEAN Civil Service” chances to reinvent the administration and governance of the Civil Service to give an efficient and effective service delivery.  

Capacity building was also recommended for future implementation.

 

This incorporated the improvement of e-Education and e-Training for civil servants, the need for existing resources to support civil servants to be more accessible within ASEAN, and promotion of IT culture in the civil service.

 

Citizens should have access to Information Infrastructure; set up legal framework and policy for secure e-Government Services; develop government applications and services; set up standards for security, systems integration and interoperability; public and private sector collaboration on e-government initiatives and regional cooperation for the government. The seminar said.

 

Song Kin Koi, a senior official from the Ministry of Communication who chaired the Seminar said:

 

“The end of this seminar does not mean we stop here.  The change must begin in the civil service and the willingness of our civil servants to possess the right foresight and to become an agent of change to participate actively in the new global economy.”

 

He said the seminar identified several issues that might impede the uptake of e-government.

 

These have to be addressed objectively by the public sector, the private sector or the community at large.  

 

“It is our hope that the recommendation plan we are devising today could be considered favourably and implemented by individual ASEAN member country’s leadership and through an ASEAN mechanism and process,” said Song Kin Koi.

 

Dato Paduka Hj Hazair bin Hj Abdullah, Permanent Secretary at the Prime Minister’s Office, Brunei Darussalam, officially opened the seminar.

 

Dato Paduka Hj Zainal bin Hj Momin, Director-General of the Public Service Department officiated the closing ceremony.

 

The Management Service Department, Prime Minister’s Office, with assistance from the Ministry of Communications, organised the seminar.

The ASEAN Conference on Civil Service Matters (ACCSM) ended yesterday.

 

Based on the theme of “Managing Electronic Government in ASEAN Civil Service”.

 

The two days seminar was attended by IT managers and enablers from Brunei Darussalam, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam.
